The Dutch national government and the VNG, together with safety regions and other partners, have started the multi-year Denk Vooruit campaign. The campaign is designed to help residents prepare for emergencies such as extreme weather, nationwide power outages or the failure of communication services. Three simple steps are central:
- Put together an emergency kit
- Make an emergency plan
- Talk to each other and help each other
As part of the campaign, more than 8.5 million households in the Netherlands will receive the information booklet 'Prepare for an emergency' ('Bereid je voor op een noodsituatie') delivered to their homes, in the period from 25 November 2025 until early January 2026. The booklet contains concrete tips to prepare for 72 hours without water, power or internet.
The VNG supports municipalities and safety regions in joining this national effort and following through locally. Through guides, news items and materials, the VNG helps translate the Denk Vooruit message into municipal communication and initiatives around resilience.
Resilt: from advice to action
Resilt develops the digital platform and app that helps households genuinely put the Denk Vooruit advice into practice. Where the campaign explains what you should do, Resilt helps you step by step with the how:
- you translate the checklist from the emergency booklet into a personal action plan;
- you receive concrete tasks and reminders to get your emergency kit, emergency plan and network in order;
- you see at a glance how resilient your household already is, and what the next logical step is;
