Meeting the WWKE starts with understanding what is expected of you

The Dutch Critical Entities Resilience Act (WWKE) requires critical entities to manage their risks and safeguard the continuity of their services. It has been in force since 15 August 2026. Across eight modules this course walks through the full duty of care: whether it applies to you, how to build your risk assessment, what you have to report within 24 hours and which measures go with it.

No legal jargon, but a practical translation into what you actually need to arrange, with working lessons in which you fill in your own file. Just as useful if you are not a critical entity yourself but guide or assess organisations that are.

What you learn, module by module

Welcome

How the course works, downloading your resilience file, the Resilience Compass and ISAFE as the common thread, and a glossary of the key concepts.

Module 1

The WWKE in brief

Why the act exists, which fifteen sectors fall under it and who designates entities, how the WWKE relates to the Cybersecurity Act, and the timeline and enforcement that come with it.

Module 2

Does it apply to you?

The criteria for a critical entity, what designation means in practice, exemptions and special cases. You complete your profile sheet.

Module 3

Identify

Mapping your critical infrastructure, and your chain: who do you depend on and who depends on you? You record the things you hold dear and where your dependencies lie.

Module 4

Detect

The all-hazards risk assessment, and working with the Resilt Radar to set the things you hold dear against the threats. You build your own risk assessment.

Module 5

Alert

The 24-hour reporting obligation, the crisis management plan, the liaison officer and the reporting point. You set up your reporting process and your crisis roles.

Module 6

Fortify

From risk to measure: physical protection, business continuity, personnel and information. You build your package of measures with five templates.

Module 7

Evolve and embed

Resilience as a rhythm: processing signals from outside, governance, supervision and audit, finishing your file and exercising. You close with the final quiz and your certificate.
