What a Noodhub is
A Noodhub is a neighbourhood emergency point: a place where active residents and entrepreneurs organise their resilience together. The hub is dual use. On an ordinary day the location serves its ordinary purpose, and when power, water, card payments or internet fail it becomes a central point close by, for reliable information, mutual help and access to essentials.
We do not start from threats, but from what you hold dear: the people, places and services you want to protect. We call that positive resilience.
The first Noodhub
The first Resilt Noodhub opened in Utrecht, on the Steenweg in the city centre, together with the Huis van Actief Burgerschap. A Noodhub does not have to be a new location. We prefer to build on places that already exist and that the neighbourhood already knows.
From Resilience Day to an action agenda
During the Resilience Day the Utrecht district Universiteitskwartier served as a testing ground. Participants worked per domain on action cards: which dependencies are critical, which disruptions are conceivable and which measures are needed? Those outcomes together form the rolling agenda of the Noodhub.
Since the congress we have been rolling out that agenda: assigning ownership to a resilience manager for the area, appointing domain owners, organising regular walk-in hours and information provision, and making arrangements with emergency services and authorities.
More Noodhubs
We are exploring with other municipalities and area organisations where the next hubs could open. In Amsterdam a council member submitted written questions about the Resilt Noodhub, and on 2 October we are hosting a meeting about this in Utrecht. The pilot programme runs until 31 December 2026, testing and sharpening the approach together with partner locations.
